The Aurora Police Department obtained footage of an officer as he “tortured” a Black woman in police custody.

The video shows that Officer Levi Huffine hogtied Shatean Kelly and left her in a face-down position for 21 minutes despite her pleas for help.

Kelly was arrested on August 27, 2019 on municipal charges after she got into an altercation. Hine handcuffed her hands to her feet, claiming she’d tried to open up the locks of the car to escape. As he drove to the prison facility, she fell off the seat, landed face-down on the floor and asked for assistance, but was ignored.

“Please, help me up, officer! I can’t breathe! I can’t breathe, officer!” Kelly cried. “I’m about to break my neck. I don’t want to die like this!” “I beg you, master,” she was also heard screaming in the video.

Aurora Police Chief Vanessa Wilson claimed it was unnecessary for Huffine to be hogtied, noting the locks in the cop car that Kelly allegedly attempted to open cannot be unlocked.

“The hobbling in my opinion was another form of punishment,” she said. “In my opinion, she was just tortured back there. It makes me sick. We are not judge, jury and [executioner]. We are not to treat people inhumanely like they don’t matter.”

She also mentioned Kelly’s reference to Huffine as her “master” was “disgusting.”

Huffine walked away with no charges as Kelly was not seriously injured following the incident. In February, however, Wilson repealed the review board’s suggested punishment of a 180-day suspension and fired him. He appealed the termination, arguing he was too short to see what was going in the back seat as he drove. Huffine is slated to testify on Oct. 1. His future at the police department is left in the hands of the city’s four-person civil service commission.
