Ex-cop who fatally shot Rayshard Brooks previously reprimanded for use of force

On Monday (June 15), Atlanta police released the disciplinary records of both officers who were involved in the fatal shooting of Rayshard Brooks. Garrett Rolfe, the former officer who shot and killed Brooks, was previously reprimanded for use of force involving a firearm.

According to The Atlanta Journal-Constitution, Rolfe received a written reprimand for the complaint. The documents provided by the department do not go into further detail and the incident remains unclear.

The former police officer had a total of 12 complaints in his file varying from citizens’ complaints to vehicle accidents. For nine of the internal investigations, he was exonerated. For two vehicle accidents, he received a written reprimand and a verbal warning. His 2015 incident, which involved a firearm, did not have a conclusion listed on the documents.

Officer Devin Brosnan, who was the first to arrive at the Wendy’s, has no disciplinary history. He is currently placed on administrative duty, pending the outcome of the investigation.

Brooks was shot and killed on June 12 after law enforcement responded to a 911 call stating that he fell asleep in his car at a Wendy’s drive-thru. He reportedly failed a sobriety test and officers tried to take him into custody. He resisted and reportedly stole one of their tasers.

In the viral video of the incident, Brooks can be seen running from law enforcement. According to the Georgia Bureau of Investigation, Brooks aimed a taser at the officers before Rolfe fired his weapon.

The victim’s family is calling for Rolfe to be arrested and charged with his death. “We’re tired and we are frustrated,” Brooks’ cousin said during a press conference on June 15. “Most importantly we’re heartbroken, so we need justice for Rayshard Brooks. The trust that we have in the police force is broken. The only way to heal some of these wounds is through a conviction and a drastic change in the police department.”
